City of Miami
The City of Miami Building Department treats central air-conditioning replacement as permitted mechanical work. Homeowners can start from the City's residential permit guide (A/C unit items) and iBuild. Confirm current checklists with the City — this page does not issue permits.
Miami-Dade County (unincorporated)
Unincorporated Miami-Dade (RER / Building) lists mechanical change-out work in its fee and permit materials, including residential hardening / exact change-out categories when they apply. If your property is inside a municipality, that city — not the County unincorporated process — is usually the authority.
Other municipalities (Coral Gables, Miami Beach, Hialeah, and the rest) have their own building departments. Always start with the jurisdiction of the property address.

- Identify whether your address is in the City of Miami, unincorporated Miami-Dade, or another municipality.
- Ask the licensed mechanical contractor whether they will pull the permit under their license.
- Expect equipment specifications, and for many replacements, inspection after install.

Exemptions (high level)
